Look on wikipedia. There are more than 20 different formulas. 220-age is the most commonly known, but hardly unique.
At age 49, with an infected valve and three months out of training, I went to 178 in a stress test. I could have gone higher. 220 - 49 = 171. Any formula is approximate for most of the population, but less accurate for many very fit people.
To safely find your max, get a good warmup of 10-15 minutes with some hard work of 30-45 seconds 2-3 times. Get a few minutes rest, then start running fast until you are out of breath and have to slow down. Take 70% of that number for a training rate. But you should also NOT be breathing hard or out of breath at all during any cardio exercise, no matter the percentage, since that indicates oxygen debt, and you are then overdoing it.

The other guys formula for Target heart rate is for heart rate reserve (HRR). (HRR = 220 - age - resting hr) appproximate
training rate = resting heart rate + (desired % of heart rate reserve)
